Once again in the great state of Texas a bi-annual event has begun. It is sure to have the media in Austin in a frenzy, as the rest of the state watches the 80th Regular Session begin. One day I mused to someone that about the fact that our state legislature is only scheduled to meet every other year and their response was, “Just think about the mess they would make if they met annually.”
